“He owns it, you wear it and suddenly everything changes.”

In short, it means that you agree with God to carry around a sum of money in an envelope – in your pocket – and at God’s prompting you pass it on.
Bruce Wilkinson gives several examples in his book “You were born to this” of how the envelope of money ended up in a need and was an answer to prayer.
